Your can track your Postman by using GPS device in October in Delhi

NEW DELHI: Come September and customers will receive messages on their mobile phones from India Post informing them about status of mails, parcels, money orders and other deliveries.

Besides, the postal department has decided to start tracking their postmen with help of GPS enabled handheld devices by October. This will help locate the postmen visiting the addresses given to them to deliver parcels and registered posts in Delhi under a pilot project.

"From September, we will send SMS to people informing them about arrival of parcel at nearest centre and time period when it will be delivered," India Post Chief Postmaster General for Delhi, Vasumitra, told reporters while sharing details of activities performed during the Digital India week.

He said the Department of Posts (DoP) is procuring 1.3 lakh GPS enabled handheld devices for rural areas which will facilitate almost all kind of services delivered through post offices like issuing of receipt for mail or parcel bookings, acknowledge of deliveries, delivery of money orders.

"There is a provision of 15,000 handheld devices separately for major cities. We are in process of procuring 1,000 additional devices for pilot project in Delhi which will show us time when postmen visited various addresses. It should be in place within three months," Vasumitra said.

The DoP has plans to provide 1,30,000 rural post offices with handheld devices.

Vasumitra said that new services specially e-commerce business has increased revenue for post offices and the company is further going to enhance services for this segment.

"Last year, we earned a revenue of Rs. 48 crore from e-commerce business and this year we are planning to achieve over Rs. 100 crore from Delhi circle alone. We are also mulling entry into reverse logistics but there has been no concrete decision on it yet," Vasumitra added.

He said that postal department already provides return services of items that failed to get delivered as it is usual practice.

E-commerce currently facilitates free of cost pick up of items from customer if he wants to return it due to some fault or any other discrepancy in the product. India Post is also mulling to tap this opportunity as well.

Talking about banking project, India Post Director for Postal Services in Delhi, Abhishek Singh, said, "13 ATMs are operational and 13 are in pipeline which should be in place by October."

The DoP has plans to install 1,000 ATMs across country in this financial year and total of 3,000 ATMs under current five year plan which ends in March 2017.

RBI may give payment bank licence to post dept by September: Ravi Shankar Prasad

BHUBANESWAR: The Reserve Bank is expected to grant payment bank licence to the postal department by September for operating Post Bank, Communications and IT MinisterRavi Shankar Prasad said today. 

Affirming commitment to honour "Dakia" (post man) in a bid to re-energise the Department of Posts, he said: "You will be happy to know that 
RBI will grant payment bank licence to the postal department." 

This will enable the network of 1,54,000 post offices (including 1,25,000 rural post offices) to offer banking services to the masses in the country, he said. 

While there was core banking solution only in 236 post offices till NDA government came to power last year, the number of such facilities was extended to 2,590 post offices, he said. 

DoP, he said, has changed its working style and achieved a turnover of Rs 500 crore in 5-6 months. 

The centre's "Sukanya Samridhi Yojana", Postal Life Insurance, Jan Dhan Yojana and others were launched to empower the rural and poor people, he said, adding that "at least 52 lakh accounts have been opened under Sukanya Samridhi Yojana". 

At foundation stone laying ceremony of Post Office building here, he said DoP also has a great potential to make 
Digital India programmea success. 

On Digital India programme, Prasad said the country has as many as 98 crore mobile phones and 30 crore Internet connections in a population of 125 crores. 

"We target to provide Internet connection to 50 crore people and make mobile phones available to 120 crore users in next two years. The Digital India programme will help growth of the country's economy," he said. 

The minister, however, urged people not to make Digital India programme a political issue as it would connect people and empower them both economically and socially. 

E-commerce, with a total volume of Rs 17,000 crore, has a great future in the country, he said. 

Union petroleum minister Dharmendra Pradhan said "digital technology is no more in the domain of the elite. This is now at the hands of common men".

Subject: Format for giving information to the applicants under RTI Act- seeking comments from public regarding




A committee comprising of representatives of Department of Personnel and Training, Ministry of Home Affairs and Central Information Commission was constituted to devise a standard format for reply to RTI applications under the RTI Act, 2005. The Committee recommended that there should not be a model/standard format for reply to the RTI application as there is no such provision in the RTI Act or RTI Rules. However, the Committee recommended that few points can be uniformly adopted by the Public Information Officers while replying to the RTI applications. Based on the recommendations of the Committee and in consultation with Ministry of Law and Justice, draft guidelines have been attempted regarding the elements that a RTI reply should essentially contain, which is placed at Armexure - I.

2. The views/suggestions fiom the citizens on the draft guidelines were invited. It has now been decided to invite Views/suggestions of various public authorities who are handling large number of RTI applications on the said guidelines (para 2 of the guidelines in particular). The views/suggestions, preferably not exceeding more than one page, may be sent latest by 31.7.2015 through e-mail only to Shri R.K. Girdhar, US (RTI), North Block at email ID usrti-dopt@nic.in.

Subject: Format for giving information to the applicants under RTI Act- issue of guidelines regarding.
It has been observed that different Public Information Officers provide information to RTI applicants in different formats. Though there cannot be a standard format for providing information, the reply should however essentially contain the following information:

i. The name, designation, official telephone number and email ID of the CPIO.

ii. In case the information requested for is denied, detailed reasons for denial quoting the relevant sections of the RTI Act should be clearly mentioned.

iii. In case the information pertains to other public authority and the application is transferred under section 6(3) of the RTI Act, details of the public authority to whom the application is transferred should be given.

iv. In the concluding para of the reply, it should be clearly mentioned that the First Appeal, if any, against the reply of the CPIO may be made to the First Appellate Authority within 30 days of receipt of reply of CPIO.

v. The name, designation, address, official telephone number and e-mail ID of the First Appellate Authority should also be clearly mentioned.

2. In addition, wherever the applicant has requested for ‘certified copies’ of the documents or records, the CPIO should endorse on the document “True copy of the document/record”, sign the document with date, above a seal containing name of the officer, CPIO (in place of designation) and name of public authority; as enumerated below:

      There has been some technical problem with SSC Website and candidates applying online have been encountering difficulty in submitting their applications. In order to rectify the problem the SSC Website WILL NOT BE available for today i.e. 7th July, 2015. The website will be available from 8th July, 2015 onwards. Inconvenience caused is regretted. 

      Keeping in view the convenience of candidates the Commission has extended the last date for receipt of applications to 17.7.2015 for Part-I and 20.7.2015 for Part-II.

Clarification regarding affiliation of GDS Unions to Federations-Reg.

    The Directorate issued clarification once again regarding affiliations of GDS Unions to Federations in connection with the grant of Trade Union Facilities to BPEF.

 
          The Department of posts reiterated that GDS Union are not federated with any Federations. Hence Bharatiya GDS Union is not federated to BPEF. So the trade union facilities granted to BPEF are not extended to Bharatiya GDS Union.
 

 
          The letter issued by the directorate is enclosed along with this circular.
