DoP seek Cabinet nod to set up Payments Bank
The Department of Posts (DoP) is expected to seek Cabinet nod within two months for raising Rs.292 crore from public investment board to set-up Payments Bank, for which it has already got the RBI approval.

“We expect the fund to be cleared in two months,” an official source told PTI.
Payments bank licence will allow companies to collect deposits (initially up to Rs.1 lakh per individual), offer Internet banking, facilitate money transfers and sell insurance and mutual funds.

Besides, they can issue ATM or debit cards, but not credit cards. The Department expects revenue of over Rs.550 crore from PBI in first 5 years. The postal department had earlier tried for Rs.632 crore fund approval from government for full fledged banking services but it was not cleared by PIB.
Government has in-principle agreed to the entry of Postal Department in banking service through payments bank route.

“The DoP expects to roll out Payment Bank services by March 2017. There are no major infrastructure issue with the department. Only there is need to set up a data centre and disaster recovery centre which will be done soon,” the official said.
Consultants
The Postal department computerised about 25,000 of its departmental post offices but rural post offices will be provided handheld devices for digitalising records.
The Department is in final stages of appointing a consultant that will guide it in setting up payment banks.

Installation of high quality and visible sign boards on all BOs

During the review meeting of the Department of Posts chaired by the hon'ble MOC&IT on 14th Sept 2015, the hon'ble Minister has desired the status report on his earlier direction to install high quality and visible sign boards on all BOs across the country.

Now the Directorate has asked all Circle Heads to submit a compliance report as well as a certificate signed by CPMG that the sign boards have been installed in all the BOs of the Circle.

Symbol for ‘None of the Above’ (NOTA) option.
            It may be recalled that the Election Commission of India had introduced ‘NOTA’ – ‘None of the Above’ option on ballot papers displayed on EVMs and all other ballot papers with effect from 11th October, 2013, pursuant to Supreme Court’s Order dated 27th September, 2013.    

            The Election Commission of India has now introduced a specific symbol, like other election symbols, shown below, for ‘None of the Above (NOTA)’ option, to facilitate the voters in exercising their NOTA option.  This symbol will now appear in the last panel on all EVMs and the others ballot papers against the ‘None of the Above (NOTA)’ option at all elections to be held from now onwards.  The necessary instructions have been issued to all the Chief Electoral Officers in this regard.
            The main objective of the ‘NOTA’ option is to enable electors who do not wish to vote for any of the candidates to exercise their right not to vote for any candidate without violation of the secrecy of their decision.
            The symbol for ‘None of the Above (NOTA)’ option has been designed by National Institute of Design (NID) Ahmedabad.

An investor within the scheme has an option to choose funds based on her level of safety and risk in addition to choosing her own fund manager 

The National Pension System (NPS) has been advertising a lot about the new tax deduction of Rs.50,000 for tax payers. I wanted to know more about the new deduction under section 80CCD(1)(b). Is this available only for people whose employers are investing in NPS on their behalf, or is this available for general public as well? How does the deduction work with respect to other tax benefits?

NPS is a voluntary pension scheme regulated by the Pension Fund Regulatory & Development Authority (PFRDA). It was introduced as an investment option to provide for the country’s growing working community to ensure that they have an option to save for their retirement needs. The purpose was to replace the existing system of defined benefit pension to a defined contribution-based pension system.

An investor within the scheme has an option to choose funds based on her level of safety and risk in addition to choosing her own fund manager. The returns are market-linked and, hence, do not give any form of guarantee.

NPS follows an EET (exempt-exempt-tax) model—exempt at the time of contribution or investment, exempt at the time of earnings and taxable at the time of withdrawals.

Section 80CCD under the Income-tax Act, 1961, provides the tax incentive at the first stage of investment—for getting the benefit of deduction for contributions made towards NPS.

This deduction is available to all individuals—salaried as well as non-salaried. This deduction was earlier restricted to Rs.1 lakh for each financial year under section 80CCD(1) and was subsequently increased to Rs.1.50 lakh.

To further boost savings, in Budget 2015, a new section, 80CCD 1B, was introduced, under which an additional deduction of up to Rs.50,000 was allowed for contribution made towards NPS. This made the total deduction under section 80CCD to Rs.2 lakh.

If we go through the provisions of section 80CCD, there is a lack of clarity whether the additional deduction of Rs.50,000 is after exhausting the limit of 10% of salary. Is the cap on deduction of up to 10% of salary (basic + dearness allowance) under section 80CCD (1) and within the overall ceiling of Rs.1.50 lakh or is it over and above the ceiling of Rs.1.50 lakh?

While this ambiguity remains, the intent was clarified in an example quoted by the finance minister in his budget speech this year, in which it was clarified that the assessee can claim additional deduction and the deduction of Rs.50,000 was over and above the ceiling of Rs.1.50 lakh.

Let’s take an example. If you have exhausted your Rs.1.50 lakh limit of deduction under section 80C by savings in Public Provident Fund (PPF), insurance premiums, repayment of housing loan, among other things, you can further increase your tax savings by contributing up to Rs.50,000 towards NPS.

You could open an NPS Tier I account, which is the first level, to claim the tax benefits.

Facilities for Women Passengers for buying Train Tickets at Reservation Counters









Ministry of Railways has been providing special facilities to women passengers for conveniently buying tickets at railway reservation counters. The Ministry has further elaborated facilities as follows: -

(a) At computerized reservation office, a separate reservation counter should be earmarked for ladies if the average demand per shift is not less than 120 tickets.

(b) In case, there is no justification for earmarking of exclusive counter for ladies, the requests received from ladies should be dealt with along with the reservation requests of the specific categories viz. senior citizen, physically handicapped, ex. MPs, MLAs, accredited journalists, freedom fighters etc.

(c) At those reservation offices where separate reservation counters have not been earmarked for ladies and also those locations which have not been computerized, ladies/female passengers should not be compelled to join the general queues and be attended to separately at the same counter as for general passengers. A suitable notice board about the availability of this facility should also be displayed near the reservation counter. This facility will however be available only from 11:30 hours to avoid misuse of this facility by unscrupulous elements to block accommodation during opening hours of general and Tatkal reservation.

(d) Ladies may be allowed to purchase tickets from these reservation counters irrespective of persons for whom the reservation is being sought. However, no other persons will be allowed to purchase ticket for them from these counters.

(e) As far as earmarking of separate unreserved ticket counters for ladies, zonal Railways have been asked to assess the demand and do the needful based on the same.

भारतीय डाक बिभाग को पेमेंट बैंक के लिए मिला लाइसेंस

भारतीय डाक विभाग सहित 11 संस्थानों को भारतीय रिज़र्व बैंक ने 'पेमेंट बैंकों' के लिए लाइसेंस जारी करने की मंज़ूरी  20 अगस्त को दे दी है। रिज़र्व बैंक को पेमेंट बैंक लाइसेंस के लिए 41 अर्जियां मिली थीं, जिनमें से 11 को लाइसेंस के योग्य पाया गया। गौरतलब है कि पेमेंट बैंक के लिए रिज़र्व बैंक ने 2013 में डिस्कशन पेपर जारी किया था. इसके बाद नचिकेत मोर कमेटी का गठन किया गया. बाद में रिज़र्व बैंक ने पेमेंट बैंक के लाइसेंस जारी करने के लिए नियम-क़ायदे तय किए.

अरबपति मुकेश अंबानी, कुमारमंगलम बिड़ला की कंपनियों के साथ साथ सुनील भारती मित्तल की भारती एयरटेल, डाक विभाग और विदेशी स्वामित्व वाली दूरसंचार कंपनी वोडाफोन सहित 11 कंपनियों को रिजर्व बैंक ने बुधवार को भुगतान बैंक चलाने के लिए सैद्धांतिक मंजूरी दे दी। भुगतान बैंक लोगों से जमा स्वीकार करेंगे और धन का प्रेषण करेंगे। इस तरह के बैंक किसी को कर्ज नहीं देंगे। मुकेश अंबानी की कंपनी रिलायंस इंडस्ट्रीज लिमिटेड  जिसने हाल ही में भारतीय स्टेट बैंक के साथ भागीदारी की घोषणा की, के साथ-साथ एयरटेल एम-कामर्स सविर्सिज लिमिटेड, आदित्य बिड़ला नुवो, वोडाफोन एम-पैसा, टेक महिन्द्रा और डाक विभाग को रिजर्व बैंक से भुगतान बैंक शुरू करने के लिये सैद्धांतिक तौर पर मंजूरी मिल गई। सनफार्मा के प्रवर्तक दिलीप शांतिलाल सांघवी और पे-टीएम के विजय शेखर शर्मा को अपनी व्यक्तिगत हैसियत में भी भुगतान बैंक के लिये सैद्धांतिक मंजूरी मिली है।

इसके अलावा चोलामंडलम् डिस्ट्रीब्यूशन सर्विसिज, फिनो पे-टेक और नेशनल सिक्युरिटीज डिपाजिटरी लिमिटेड :एनएसडीएल: को भी इसके लिये मंजूरी दी गई है। कुल मिलाकर 41 आवेदकों में से 11 कंपनियों को व्यक्तियों को भुगतान बैंक के लिये सैद्धांतिक मंजूरी दी गई है। भुगतान बैंक लाइसेंस के तहत कंपनियों को शुरूआत में ग्राहकों से एक लाख रुपये तक की जमा राशि स्वीकार करने की मंजूरी होगी। ये बैंक अपने ग्राहकों को इंटरनेट बैंकिंग, धन प्रेषण सुविधा देने के साथ साथ बीमा एवं म्यूचुअल फंड योजना भी बेचेंगे।  इसके अलावा भुगतान बैंक अपने ग्राहकों को एटीएम, डेबिट कार्ड जारी कर सकेंगे लेकिन क्रेडिट कार्ड देने की अनुमति नहीं होगी। भुगतान बैंक की शुरूआत हेतु 18 महीने की  समय सीमा भी तय की गई है। 

पेमेंट बैंक की विशेषतायें :

पेमेंट बैंक में हर खाताधारक अधिकतम एक लाख रुपए तक की राशि जमा कर सकता है.
इसके माध्यम से पैसे का लेन-देन किया जा सकता है. ये बैंक ग्राहकों को एटीएम/डेबिट कार्ड जारी कर सकते हैं.
पेमेंट बैंक इंटरनेट बैंकिंग के ज़रिए लेन-देन की सुविधा भी देंगे.
पेमेंट बैंक से बैंकिंग सि‍स्‍टम में कैशलेस ट्रांजेक्‍शन को बढ़ावा मि‍लेगा.
पेमेंट बैंक नियमित बैंकों की तरह कर्ज़ नहीं दे सकते. क्रेडिट कार्ड भी जारी नहीं कर सकते.
ये बैंक अपने पास नक़दी या सरकारी प्रतिभूतियां ही रख सकते हैं.

Cabinet approves 6% hike in DA for central govt employees ( w.e.f 01/07/2015)

NEW DELHI: Good news for central government employees. The Union Cabinet on Wednesday cleared a proposal to increase dearness allowance (DA) to 119% from 113%, which will potentially benefit over one crore government employees and pensioners. 

The proposal to increase DA by six percentage points was taken at a meeting by the Union Cabinet. 

DA is paid as proportion of the basic pay. 

Earlier in April, the government had hiked DA by 6% to 113% of their basic pay with effect from January. 

The proposed DA hike will take effect from July 1. As per the agreed formula, the DA rate increase is an average of 12-month consumer price index-industrial workers from July 1, 2014 to June 30, 2015. 

The proposed hike is in accordance with the accepted formula based on the recommendations of the 6th pay commission, which will benefit 48 lakh government employees and 55 lakh pensioners. 


Last month, the Cabinet had given approval for the extension of the term of the 7th Central pay commission by four months up to December 31.

Your Excel formulas sheet: 15 tips for calculations and common tasks

Many of us fell in love with Excel as we delved into its deep and sophisticated formula features. Because there are multiple ways to get results, you can decide which method works best for you. For example, there are several ways to enter formulas and calculate numbers in Excel.



1. Manually enter Excel formulas:


Long Lists: =SUM(B4:B13)

Short Lists: =SUM(B4,B5,B6,B7); =SUM(B4+B5+B6+B7). Or, place your cursor in the first empty cell at the bottom of your list (or any cell, really) and press the plus sign, then click B4; press the plus sign again and click B5; and so on to the end; then press Enter. Excel adds/totals this list you just “pointed to:” =+B4+B5+B6+B7.

2. Click the Insert Function button


Use the Insert Function button under the Formulas tab to select a function from Excel’s menu list:

=COUNT(B4:B13) Counts the numbers in a range (ignores blank/empty cells).

=COUNTA(B3:B13) Counts all characters in a range (also ignores blank/empty cells).


3. Select a function from a group (Formulas tab)


Narrow your search a bit and choose a formula subset for Financial, Logical, or Date/Time, for example.

=TODAY() Inserts today’s date.


4. The Recently Used button


Click the Recently Used button to show functions you've used recently. It's a welcome timesaver, especially when wrestling with an extra-hairy spreadsheet.

=AVERAGE(B4:B13) adds the list, divides by the number of values, then provides the average.


5. Auto functions under the AutoSum button


Auto functions are my editor's personal favorite, because they're so fast. Select a cell range and a function, and your result appears with no muss or fuss. Here are a few examples:

=MAX(B4:B13) returns the highest value in the list.

=MIN(B4:B13) returns the lowest value in the list.

Use the AutoSum button to calculate basic formulas such as SUM, AVERAGE, COUNT, etc.


Note: If your cursor is positioned in the empty cell just below your range of numbers, Excel determines that this is the range you want to calculate and automatically highlights the range, or enters the range cell addresses in the corresponding dialog boxes.



Bonus tip: With basic formulas, the AutoSum button is the top choice. It’s faster to click AutoSum>SUM (notice that Excel highlights the range for you) and press Enter.



Another bonus tip: The quickest way to add/total a list of numbers is to position your cursor at the bottom of the list and press Alt+ = (press the Alt key and hold, press the equal sign, release both keys), then press Enter. Excel highlights the range and totals the column.



Five handy formulas for common tasks


The five formulas below may have somewhat inscrutable names, but their functions save time and data entry on a daily basis.


Note: Some formulas require you to input the single cell or range address of the values or text you want calculated. When Excel displays the various cell/range dialog boxes, you can either manually enter the cell/range address, or cursor and point to it. Pointing means you click the field box first, then click the corresponding cell over in the worksheet. Repeat this process for formulas that calculate a range of cells (e.g., beginning date, ending date, etc.)



1. =DAYS


This is a handy formula to calculate the number of days between two dates (so there’s no worries about how many days are in each month of the range).

Example: End Date October 12, 2015 minus Start Date March 31, 2015 = 195 days

Formula: =DAYS(A30,A29)


2. =NETWORKDAYS


This similar formula calculates the number of workdays (i.e., a five-day workweek) within a specified timeframe. It also includes an option to subtract the holidays from the total, but this must be entered as a range of dates.

Example: Start Date March 31, 2015 minus End Date October 12, 2015 = 140 days

Formula: =NETWORKDAYS(A33,A34)


3. =TRIM


TRIM is a lifesaver if you’re always importing or pasting text into Excel (such as from a database, website, word processing software, or other text-based program). So often, the imported text is filled with extra spaces scattered throughout the list. TRIM removes the extra spaces in seconds. In this case, just enter the formula once, then copy it down to the end of the list.

Example: =TRIM plus the cell address inside parenthesis.

Formula: =TRIM(A39)

4. =CONCATENATE


This is another keeper if you import a lot of data into Excel. This formula joins (or merges) the contents of two or more fields/cells into one. For example: In databases; dates, times, phone numbers, and other multiple data records are often entered in separate fields, which is a real inconvenience. To add spaces between words or punctuation between fields, just surround this data with quotation marks.

Example: =CONCATENATE plus (month,”space”,day,”comma space”,year) where month, day, and year are cell addresses and the info inside the quotation marks is actually a space and a comma.

Formula: For dates enter: =CONCATENATE(E33,” “,F33,”, “,G33)

Formula: For phone numbers enter: =CONCATENATE(E37,”-“,F37,”-“,G37)


5. =DATEVALUE


DATEVALUE converts the above formula into an Excel date, which is necessary if you plan to use this date for calculations. This one is easy: Select DATEVALUE from the formula list. Click the Date_Text field in the dialog box, click the corresponding cell on the spreadsheet, then click OK, and copy down. The results are Excel serial numbers, so you must choose Format>Format Cells>Number>Date, and then select a format from the list.

Formula: =DATEVALUE(H33)


Three more formula tips


As you work with formulas more, keep these bonus tips in mind to avoid confusion:


Tip 1: You don’t need another formula to convert formulas to text or numbers. Just copy the range of formulas and then paste as Special>Values. Why bother to convert the formulas to values? Because you can’t move or manipulate the data until it’s converted. Those cells may look like phone numbers, but they’re actually formulas, which cannot be edited as numbers or text.



Tip 2: If you use Copy and Paste>Special>Values for dates, the result will be text and cannot be converted to a real date. Dates require the DATEVALUE formula to function as actual dates.



Tip 3: Formulas are always displayed in uppercase; however, if you type them in lowercase, Excel converts them to uppercase. Also notice there are no spaces in formulas. If your formula fails, check for spaces and remove them.
