Govt Doubles Monthly Bonus Calculation Ceiling To Rs 7,000 ( W.e.f April 1, 2015 )

New Delhi: The Cabinet today decided to double the wage ceiling for calculating bonus to Rs 7,000 per month for factory workers and establishments with 20 or more workers.

“The Payment of Bonus (Amendment) Bill, 2015 to enhance the monthly bonus calculation ceiling to Rs 7,000 per month from existing Rs 3,500 was approved by Union Cabinet here,” a source said after the Cabinet meeting.

The amendment bill will be made effective from April 1, 2015. Now the bill will be tabled in Parliament for approval.

The bill also seeks to enhance the eligibility limit for payment of bonus from the salary or wage of an employee from Rs 10,000 per month to Rs 21,000.

The Payment of Bonus Act 1965 is applicable to every factory and other establishment in which 20 or more persons are employed on any day during an accounting year.

The bill also provides for a new proviso in Section 12 which empowers the central government to vary the basis of computing bonus.

At present, under Section 12, where the salary or wage of an employee exceeds Rs 3,500 per month, the minimum or maximum bonus payable to employees are calculated as if his salary or wage were Rs 3,500 per month.

The last amendment to both the eligibility limit and the calculation ceilings under the said Act was carried out in 2007 and was made effective from April 1, 2006.

This amendment in the Act to increase wage ceiling and bonus calculation ceiling was one of assurances given by the Centre after 10 central trade unions went on one-day strike on September 2.

The government had hinted at meeting workers’ aspirations on nine out of 12 demands submitted by the unions.

Grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) to the Central Government Employees for the year 2014-15

OFFICE MEMORANDUM

Subject: – Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2014-15.

The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoo Bonus) equivalent to 30 days emoluments for the accounting year 2014-15 to the Central Government employees in Groups ‘C’ and ‘D’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

2. The benefit will be admissible subject to the following terms and conditions:-

(i) Only those employees who were in service as on 31.3.2015 and have rendered at least six months of continuous service during the year 2014-15 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);

(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 3500 (where actual average emoluments exceed Rs. 3500/-, Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 3500×30/30.4=Rs.3453.95 (rounded off to Rs.345%)

(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 days week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.12oox30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/). In cases where the actual emoluments fall below Rs.1200/- pm, the amount will be calculated on actual monthly emoluments.

(iv) All payments under these orders will be rounded off to the nearest rupee.

(v) The clarificatory orders issued vide this Ministry’s OM No.F.14 (10)-E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.

3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.

4. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.

Ministry of Labour(Government of India) has sent a proposal to the Cabinet for enhancement of ceiling of bonus from Rs.3500 to Rs.7000 with a cap of maximum payment of Rs.20,000.
Though the Election Commissioner has cleared it, but it has not been included in the Cabinet Agenda for the reasons best known to government, but we are hopeful that, it may be finalized after Bihar elections.

Government to register Postal Bank by year end

NEW DELHI: The government is likely to register the postal bank by the end of the year while a pilot for payment services will be launched around January 2017. 

According to sources, as per the timeline for setting up postal bank, approval from NITI Aayog will be secured by mid-October followed by public investment board's nod by October-end and Cabinet approval in November.

"The registration for postal bank is planned be done in December and a pilot will be launched in January 2017," said an official in the communications and IT ministry.

He said the bank will be an independent company with initial corpus of Rs 300 crore and the new entity will enter into revenue sharing model with the department of posts (DoP).

The Reserve Bank had granted in-principle approval to 11 applicants, including DoP, in August to set up payments banks.

As per RBI guidelines, payments banks would offer a limited range of products such as demand deposits and remittances. They will not be allowed to undertake lending activities and will initially be restricted to holding a maximum balance of Rs 1 lakh per individual customer.

They will be allowed to issue ATM or debit cards as also other prepaid payment instruments, but not credit cards.

Now the matter will go to cabinet and after it's approval, necessary ordinance will be notified soon.
Earlier Govt. decided to raise the ceiling of Rs 3500/- per month to Rs 10,000/- per month.

161 सालों का सफरनामा - भारतीय डाक विभाग



1 अक्टूबर 1854 को स्थापित डाक विभाग का इतिहास सभ्यता, संस्कृति और अर्थव्यवस्था से अभिन्न रूप से जुड़ा हुआ है। सुख-दुख के हर पल में लोगों की थाह लेने वाला डाक विभाग पूरब से पश्चिम तक और उत्तर से दक्षिण तक समूचे भारत कीे संचार व्यवस्था को एक डोरी में बाँधता है। डाक विभाग ने सदियों की करवटें देखी हैं और न जाने इसके आगोश में इतिहास के कितने पहलू छुपे हुये हैं। आज भले ही इंटरनेट, मोबाइल और सोशल मीडिया का जमाना हो, पर 161  साल बाद भी डाक सेवाएं अपनी प्रासंगकिता बनाए हुए है। 

संचार सेवायें सदैव से मानवीय जीवन का अभिन्न अंग रही हैं और इनमें डाक सेवाओं का प्रमुख स्थान है। यथापि संचार क्रान्ति के चलते तमाम नवीन तकनीकों का आविष्कार हुआ, पर डाक विभाग ने  समय के साथ नव तकनीक के प्रवर्तन एवं अपनी सेवाओं में विविधता व उन्नयन द्वारा अपनी निरन्तरता कायम रखी है। भारतीय डाक विश्व का सर्वाधिक वृहद डाक नेटवर्क है। समाज के सभी पक्षों को एकीकृत करते हुये लगातार 160 वर्षों से कायम अपनी विश्वसनीयता के साथ भारतीय डाक एकमात्र ऐसा संगठन है जो प्रतिदिन समाज के हर व्यक्ति के दरवाजे पर दस्तक लगाता है। आज इसी नेटवर्क व साख के चलते तमाम अन्य संगठन भी अपने उत्पादों और सेवाओं के प्रचार-प्रसार व बिक्री हेतु डाक विभाग के साथ हाथ मिला रहे हैं। 

 भारतीय डाक विभाग वर्ष 2015 में अपनी सेवाओं के 161 गौरवशावली वर्ष पूरा कर रहा है। 1 अक्टूबर 1854 को लार्ड डलहौजी के काल में विभाग के रूप में स्थापित डाक विभाग समय के विभिन्न पगचिन्हों का गवाह रहा है। आधुनिक डाक विभाग की कार्यप्रणाली से पूर्व भारत में प्राचीन काल से ही समय-समय पर विभिन्न डाक प्रणालियाँ प्रचलित थीं। वैदिक व उत्तर वैदिक काल में किसी न किसी रूप में दूतों का संदेशवाहक के रूप में जिक्र मिलता है। महाकवि कालिदास ने अपने काव्य मेघदूत में संदेशवाहक के रूप में मेघों की कल्पना की थी। भारतीय राज व्यवस्था में मौर्य काल के उद्गम के साथ ही ‘कबूतर-डाक‘ का आरम्भ मिलता है, जो कि कुषाण काल के बाद तक प्रभावी रहा। भारत में व्यवस्थित डाक का प्रथम लिखित इतिहास जियाउद्दीन बरनी द्वारा अलाउद्दीन खिलजी (1296) के समय का प्राप्त होता है, जिसने सैन्य सम्बन्धी नियमित जानकारी हेतु ‘पैदल डाक‘ और ‘घुड़सवार डाक‘ व्यवस्था कायम की। मु0 बिन तुगलक के शासन काल (1325-51) में भी इस व्यवस्था के कायम रहने का जिक्र उत्तर अफ्रीकी यात्री इब्नबतूता ने किया है। दिल्ली से दौलतगिरी राजधानी स्थानांतरित होने पर मु0 बिन तुगलक हेतु नियमित गंगा का जल पैदल और घुड़सवार डाक द्वारा ही ले जाया जाता था। शेरशाह सूरी (1541-45) ने अपने काल में डाक व्यवस्था को तीव्रता देने हेतु बंगाल से सिंध तक निर्मित सड़क किनारे एक निश्चित दूरी पर सरायों की व्यवस्था की, जहाँ पर दो घुड़सवार डाक को आगे ले जाने हेतु सदैव मुस्तैद रहते थे। मुगल सम्राट अकबर (1556-1603) ने घुड़सवार डाक के साथ-साथ ‘ऊँट-डाक‘ का भी आरम्भ किया। पर ये सारी ‘शाही डाक‘ सेवा केवल सम्राट, उसके प्रमुख दरबारियों, पुलिस और सेना हेतु ही थी।  आम जनता से इनका कोई सरोकार नहीं था। शाही डाक सेवा के अलावा विभिन्न वर्गों की अपनी अलग-अलग डाक-सेवायें थीं। सम्पन्न सेठ-साहूकारों की अपनी ‘महजनी डाक सेवा‘ थी तो मारवाड़ (जोधपुर) में मिर्धा जाति के कतिपय लोगों द्वारा ‘मिर्धा डाक‘, चिल्का डाक एवं मेवाड़, मालवा आदि में ब्राह्मणों द्वारा चलायी गयी ‘ब्राह्मणी डाक‘ सेवा थी।
अंग्रेजों के भारत आगमन के साथ ही ईस्ट इंडिया कम्पनी ने सन् 1688 में मुंबई में एक डाकघर खोलकर अपनी पृथक डाक सेवा का श्रीगणेश कर डाला। इस कंपनी डाक सेवा के वाहक भी डाक धावक या घुड़सवार ही थे। सन् 1766 में राबर्ट क्लाइव ने भी इस संबंध में कुछ प्रयास किए और 27 मार्च 1776 को बंगाल में सर्वप्रथम नियमित डाक सेवा का आरम्भ किया।  इस हेतु जमींदारों को ‘डाक धावक‘ उपलब्ध कराने हेतु कहा गया और इस प्रकार ‘जमींदारी डाक‘ का आरम्भ हुआ।  पर सही अर्थों में आधुनिक डाक सेवा का आरम्भ वारेन हेस्टिंग्ज ने किया। 31 मार्च 1774 को कलकत्ता जीपीओ के गठन और पोस्टमास्टर जनरल की नियुक्ति पश्चात प्रथम बार प्रति सौ मील की दूरी हेतु दो आने के मूल्य वाले तांबे के टिकट सिक्के शुल्क के रूप में निर्धारित किये गये।  इसी दौरान प्रथम डाकिया की भी नियुक्ति हुई। वारेन हेस्टिंगस द्वारा संचालित व्यवस्था मात्र देश के मुख्य नगरों तक ही सीमित थी, अतः एक समानांतर ‘जिला डाक सेवा‘ का आविर्भाव हुआ।  इसका उद्देश्य जिले के मुख्यालय को जिले के शेष नगरों से जोड़ना था।  इसके व्यय का प्रबंध जमीदारों पर और नियंत्रण जिले के अधिकारियों द्वारा होता था।  इस व्यवस्था में पत्रों का वितरण सिपाही व चैकीदारों द्वारा होता जो अपनी मर्जी से पत्र शुल्क वसूलते।

वर्ष 1837 में लागू ‘प्रथम डाकघर अधिनियम‘ ने डाक सेवाओं में क्रान्तिकारी परिवर्तन लाये। इसने सभी प्राइवेट डाक सेवाओं को समाप्त कर सरकार को डाक व्यवस्था पर अनन्य एकाधिकार दे दिया। आधुनिक डाक सेवाओं के इतिहास में पहली बार नियमित पोस्टमास्टर की नियुक्ति आरम्भ हुयी। इससे पूर्व जिले के अन्य वरिष्ठ अधिकारी ही अपने कर्तव्यों के साथ-साथ पोस्टमास्टर का भी दायित्व निर्वाह करते थे। इस अधिनियम के तहत ही प्रथमतः जनता हेतु डाक सेवायें खोली गईं और 1 अक्टूबर 1837 को प्रथम ‘जनता डाकघर‘ खोला गया।

वर्ष 1854 कई कारणों से भारतीय डाक के इतिहास में अविस्मरणीय रहेगा। प्रथमतः, लार्ड डलहौजी द्वारा 1 अक्टूबर 1854 को डाक विभाग को एक महानिदेशक श्री एल0पी0ए0बी0रिडेल के अधीन लाना। द्वितीयतः, राष्ट्रीय स्तर पर प्रथमतः 1 अक्टूबर 1854 को डाक-टिकट जारी करना। यद्यपि इससे पूर्व 1852 में डाक टिकट जारी करके भारत एशिया में डाक टिकट जारी करने वाला प्रथम राष्ट्र बना था, पर वह मात्र सिंध प्रांत हेतु ही था। तृतीयतः, डाक टिकट के परिचय के साथ ही बिना दूरी का ध्यान रखे ‘एक समान डाक दर‘ को लागू करना। चतुर्थतः, ‘अखिल भारतीय डाक सेवा‘ का गठन। पंचम, सर्वप्रथम ‘लेटर बाक्स’ की स्थापना। षष्टम, पोस्टमास्टर जनरल को जीपीओ के कार्यक्षेत्र से मुक्त कर जीपीओ हेतु स्वतंत्र स्थापना की गयी।

          सन् 1854 के बाद डाक विभाग द्वारा विभिन्न सेवाओं का आरम्भ हुआ- फील्ड पोस्ट आफिस (1856), लिफाफा (1856), अन्तर्देशीय पत्र (1857), रेलवे छँटाई सेवा (1863), शाखा डाकघर (1866), पंजीकृत लिफाफा (1866), पोस्ट बैग (1866), चलित डाकघर (1867), आर.एल.ओ. (1872), मुद्रित लिफाफा (1873), पंजीकृत पत्र पावती (1877), मूल्यदेय पार्सल सेवा (1877), बीमा पत्र (1878), पोस्टकार्ड (1879), मनीआॅर्डर (1880), डाकघर बचत बैंक (1882), टेलीग्राम संदेश (1883), डाक जीवन बीमा (1884), टेलीग्राम मनीअॅार्डर (1880), सैन्य पेंशन का वितरण (1890), सर्टिफिकेट आफ पोस्ंिटग (1897), एयर मेल सेवा (1911), नकद प्रमाण पत्र (1917), व्यापारिक जवाबी पत्र (1932), राजस्व टिकट बिक्री  (1934), इंडियन पोस्टल आर्डर (1935) इत्यादि। आजादी पश्चात तो भारतीय डाक ने तमाम नये आयाम छुये। भारतीय डाक को यह गौरव प्राप्त है कि अगर 1852 में तत्कालीन भारत के एक प्रांत सिंध ने एशिया का प्रथम डाक टिकट जारी कर इतिहास दर्ज कराया तो 21 फरवरी 1911 को इलाहाबाद से नैनी के मध्य विश्व की प्रथम एयर मेल सेवा आरम्भ करने का श्रेय भी भारत के ही खाते में दर्ज है। राष्ट्रमण्डल देशों में  भारत पहला देश है जिसने सन् 1929 में हवाई डाक टिकट का विशेष सेट जारी किया।

भारत एक कृषि प्रधान एवं ग्रामीण अर्थव्यवस्था वाला देश है, जहाँ सेवाओं को अन्तिम व्यक्ति तक पहुंचाना ही सरकार की प्राथमिकता है। डाक विभाग ने प्रत्येक नागरिक के जीवन को प्रभावित किया है, चाहे वह डाक, बैंकिंग, जीवन बीमा और धनांतरण के माध्यम से हो अथवा रिटेल सेवाओं के माध्यम से। 31 मार्च 2012 की स्थिति के अनुसार देश में इसका 1,54,822 डाकघरों का नेटवर्क है जो कि विश्व का सबसे बड़ा नेटवर्क है। इनमें  से 1,39,086 डाकघर ग्रामीण क्षेत्रों में स्थित है। विभाग का प्रमुख कार्यकलाप डाक की प्रोसेसिंग, पारेषण और इसका वितरण करना है। 5.62 लाख से अधिक पत्र-पेटिकाओं से डाक एकत्र की जाती है जिसे डाक कार्यालयों के नेटवर्क द्वारा प्रोसेस किया जाता है तथा इसे रेल, सड़क और वायु मार्ग से देश भर में पे्रषिती तक पहुँचाया जाता है। इसी प्रकार ई-एमओ, घर-घर धन प्रेषण सेवा, आईएमओ तत्काल मनीआर्डर जिसके जरिए धन तत्काल पहुँच जाता है तथा मोबाइल से मोबाइल मनीआर्डर के माध्यम से प्रेषण से पाने वाले के पास धन प्रेषित किया जाता है। इस प्रकार डाकघर एक देशव्यापी सेवा प्रदाता के रूप में कार्यरत है। 

भारतीय डाक ने समाज में अपनी प्रासंगिकता बनाए रखने के लिए लोगों के कारोबार और वित्तीय आवश्यकताओं के अनुरूप अनेक व्यावसायिक एवं वित्तीय कार्यकालापों को प्रारंभ किया। विभाग ने नए अवसरों का पता लगाने तथा नई सेवाओं को विकसित करने में अपने को संलग्न किया। व्यवसायिक प्रक्रियाओं को पुनः व्यवस्थित करने तथा प्रचालनात्मक कार्यकुशलता पर विशेष ध्यान दिया गया है। आर्थिक उदारीकरण के इस युग में डाकघर सामाजिक लाभ भुगतान, मनरेगा भुगतान, आदि जैसे अपने सामाजिक दायित्वों तथा वाणिज्यिक और प्रतिस्पर्धी वातावरण की चुनौतियों का मुकाबला करने के लिए तैयार है। नेटवर्क और आईटी से युक्त डाकघर अपने देशव्यापी नेटवर्क के माध्यम से देश के कोने-कोने को कवर करते हुए एक प्रत्यक्ष लाभ अंतरण प्रदाता के रूप में स्थापित हो रहा है। जहाँ डाक विभाग एक ऐसा विशालतम नेटवर्क बना रहा जिसने अपने सेवाओं के साथ बहुत से लोगों के जीवन को प्रभावित किया, वहीं विश्वसनीयता और गति सेवा की महत्वपूर्ण विशेषताएं बन गईं। वैल्यू फार मनी, बहुविध वितरण चैनल, घर-घर तक सेवा की पहुँंच, ग्राहक का आराम महत्वपूर्ण हो गए। भारतीय डाक आईटी आधुनिकीकरण परियोजना-2012 डाक सेवाओं को प्रौद्योगिकी सम्पन्न, स्वावलम्बी, मार्केट लीडर में तब्दील करने हेतु उभर कर सामने आई। इसके द्वारा जहाँ डाकघरों  में कोर बैंकिंग लागू की जा रही है, वहीं आईटी परियोजना द्वारा देश के दूरस्थ और अंतिम छोर तक प्रौद्योगिकी के लाभ पहुँचा कर शहरी व ग्रामीण के बीच अंतर को कम किए जाने की भी आशा है।
