Meeting with GDS Committee Chairman and Secretary at GDS Committee office.



A Meeting was held on 25.05.2016 with GDS Committee Chairman Shri Kamalesh Chandra and Secretary Shri T.Q. Ahmed at GDS Committee office to give oral evidence on AIGDSU memorandum. Com. S.S. Mahadevaiah, General Secretary, Com. B.V. Rao, Asst. General Secretary and Circle Secretary A.P Circle, Com. Lakhwinder Pal Singh, Treasurer CHQ and Circle Secretary Punjab Circle, Com. Rajendra Prasad Singh, Working President CHQ and Circle Secretary Bihar Circle, Com. C.B. Tiwari, Asst. General Secretary and Circle Secretary U.P. Circle, Com. Dhanya Kanth Borah, Org. Secretary CHQ and Circle Secretary Assam Circle, Com. Vijay Sharma, Circle Secretary, Haryana Circle, Com. Pradeep Singh, Asst. Circle Secretary U.P. Circle participated in the meeting.

At first the delegation of AIGDSU honoured the Chairman and Secretary with flower Boquet. The Secretary welcomed the delegation. After introduction, the committee saw the documentary films made by Com. S.S. Mahadevaiah, General Secretary on GDS system.

Discussion were held from 10-00 A.M to 4-00 P.M. nearly six hours in pleasant atmosphere on each and every point of Memorandum. The General Secretary submitted documentary evidence to support the argument on every item.

The Chairman and the Secretary showed much attention and interest and pleased with the arguments of the representatives response has come from the GDS Committee. We hope that the GDS committee will make the best recommendations for the betterment of GDS and the same assurance was given by the Chairman and The Secretary.

At end the delegation expressed heartfelt thanks to the GDS committee and meeting was ended in friendly manner.

DoP seeks Cabinet nod for payments bank proposal.

New Delhi, Apr 27 (PTI) The Department of Posts (DoP) has sought Cabinet approval for its payments bank proposal involving a project cost of Rs 800 crore.


The Public Investment Board (PIB) has recommended that the payments bank may be set up as a public limited company under the Department of Posts with 100 per cent government equity.

"With a project cost of Rs 800 crore (Rs 400 crore equity and Rs 400 crore grant) and the draft cabinet note has been forwarded to Cabinet Secretariat seeking the approval for the project," Telecom Minister Ravi Shankar Prasad said in a written reply to the Lok Sabha.

The Reserve Bank of India granted in-principle approval to DoP for setting up payments bank on September 7, 2015, with a stipulation to complete all formalities for setting up the bank with 18 months.

The present proposal is that the India Post Payments bank (IPPB) may set up one headquarter and up to 650 branches co-located in district headquarter post offices.

"...more than 60 large companies have approached the Department of Posts for collaboration with the prospective IPPB," the Minister added.

Prasad said the project may be rolled out in a phased manner and the bank may complete its nation-wide rollout in five years.

"All the post offices in a district may be linked to the respective IPPB branch and may become the access point for the services of payments bank and will coordinate with the payments bank branches to which they are mapped," the Minister said.

He further said services available through the payments banks will be basic banking services like acceptance of demand deposits such as current and savings accounts up to a balance of Rs 1 lakh, various kinds of payments, including social security payments like DBT payments, person to person remittances (both domestic and cross-border).

"Apart from these, financial products like insurance, mutual funds, pensions, credit etc may be distributed through third party tie ups with banks and other financial service providers especially in rural areas and among the under banked segments of the society," he added.

Regarding International Finance Corporation, a member of World Bank, has shown interest in picking up stake in the business, Prasad said some preliminary discussions had taken place but no formal proposal to this effect has been received.

Dear Friends,

            The GDS Committee is proposing to conduct a socio-economic survey of selected Branch post offices and Gramin Dak Sevaks to collect the information.  For the purpose, a sample size of 1500 Branch Post offices have been identified, with proportionate representation, with the help of the Circles.

Since the Committee considers Federations / Unions as important stakeholders in the entire process, it is decided that approximately 10% of the BOs which will be surveyed should be identified by Federations / Unions. 

In view of the above, it is requested to kindly send names of two BOs from each Circle (maximum 50) to include them in the sample size.  The BOs selected should be representative of the overall existing conditions of BOs in the country. The names should reach us by 14.4.2016 in the following format, as we have planned a work shop for nodal officers from the Circles on 19.4.16 at RAKNPA.
